sailing regulations

Hi
I am a sailor from Israel. I own and sail an APOLO 12 sailing yacht.
It is a Greek built boat, very suitable for the Med - fast and sporty
with large cockpit. She is 12 meter (36 ft) long. I sail the Eastern
Med, short cruises only, Israeli coast, Cypruss, Southern Turkey and
some of Greece.
Sailing regulations here in Israel are terribly restrictive. Our
department of transportation has all sorts of permits, tests and
examinations posed on sailors and boats.
I am looking for some good souls to help me gather information on
requirements and regulations in other countries so I can build a case
against our autorities.

Neither the US federal government nor any of the states has any kind
of test or requirement or examination to own or sail a boat. The boat
does have to be registered so that a tax has to be paid, but that is
the only requirement.
When I lived in Japan, they did require a license which involved about
8 hours of classroom instruction and a quick 30 minute test in a small
outboard runabout. They held the test in either Japanese or English,
which was a nice touch. I have a great laminated certificate on which
the only English words are "Certificate of Competency" so it's a
really handy document ;-)
