Dark, speed too high for the conditions and booze?

I rarely go out boating at night anymore, for fear of being rammed by
some incompetent drunk running his boat at too high a speed for
prevailing conditions.

Licensing will help a little, that, mandatory liability insurance and
the tying together of boat and car insurance.
