Just had a yearly safety inspection done on the 2007 Dodge Charger by
the dealer where we bought it.
They claimed the outer tie rod ends were wore out and had to be
replaced before passing the inspection.
This is at 66,000 kilometers...about 40 k miles.

I may be mistaken, but I think your '07 Charger has front end components
that are shared with some Mercedes models. Sounds a little fishy to
me. Must have been a rough 40k miles.

Car had 56000 kilometers on it at 1.5 years of service. It was an
Enterprise long term rental to a Pratt & Whitney employee who travelled
back & forth between Halifax & Montreal. Car listed at $28k new here,
but my son (me) paid $15.3K.
I wanted him to get a new Honda Civic or a Toyota Corolla.....but who
listens to the old man.

Who knows. Like someone said, it could be the dealership trying to get
some work or it could indeed be prematurely failed tie rods.

My '65 VW bus is in the shop right now for the same thing. :-)

The extended warranty coverage my son bought last year ( again, against my
advice) covered the parts and labour but he had to pay for the wheel
alignment.
Recommended of course when work is done on the front end.
