That's another way of saying unstable when upside down. It's possible.
However, with the proportions of this vessel, it could only be true if you
include the buoyancy of that very tall and large pilothouse. You can
imagine how hard it would want to be floating back up if the hull were
upside down. I'm sure the stability picture would be a lot less rosy if the
pilothouse flooded due to broken windows or an open door.

I'd be skeptical until I had seen a complete stability booklet and could
review the inclining experiment.
