You must be aware, Harry, that the concept and purpose of having a jail or
detention center off of US soil wasn't Bush's invention or creation. It's
been a legal means, upheld by the Supreme Court, to hold people who fall
into a unique and hazy category where they are not really military, but they
aren't really civilian either. They aren't prisoners of war, but they
aren't entitled to a trial in a civilian US court system either. It's been
around for a long time.
