The tee starter actually made that demonstration on the first hole. He

How do you know the pond is frozen hard enough to play a ball off the
center? ... or do the rules make you take a drop?

A player may hit a ball in a water hazard, whether the hazard is frozen or
not. Of course, he takes the risk upon himself to walk out to the ball. I'm
sure you've seen a pro on TV take off shoes and socks to go hit a ball out
of a creek or other water.

Another choice is to take the drop, and the stroke penalty.
