Joe, I'm not familiar with the Volvo/Penta (I own a couple of Mercs),
but it's unusual for an outdrive to "kick up" at all.
Do you have hydraulic trim and tilt?
If there is a mechanical latch, you may have to take a swim to figure
out the problem. You should be able to find it without hauling out.
