You are the one proposing that we freeze technology to wait for the rest
of the world to catch up to us. If limiting children to one per couple is
good for the developed world why isn't it good for the undeveloped world?
If limiting CO2 emissions in the developed world is good then why not
limit CO2 emissions in the undeveloped world?

Therefore, YOU are suggesting that we improve nothing until Africa catches
up with us. Since Africa will probably NEVER catch up with us, your answer
