You may very well be right that a flow meter may not be accurate
enough with small flow rates.

As for cleaning I do the bleach, let sit for 24 hours and rinse
several times every few months.

I would prefer a system with a small in-line sensor sending pulses? to
a meter (LED ? LCD?) 10' away.
