Basically, Yes. The slightly heavier but considerably more practical route
would be to shape in plywood, and then glass over. The plywood is easier to
keep still while shaping, but obviously heavier. If this is a "just for fun"
boat then you could spend many enjoyable hours with plywood and plane/sandpaper
making them yourself. If this is a boat for racing, then the "buy new ones"
post would seem better. ;-)
