Nonsense. Of course it would work. The middle class would probably
even get to pay less than they pay now.

ANY taxation scheme can be made to work, including the rather
preposterous Rube Goldbergery we operate under now.

Where do people get the idea that the wealthy apparently just sit on
their money or bury it or some such silliness?
