Poor Ray. It apparently doesn't penetrate through to his tiny brain
that in paying the same percentage they WOULD BE paying more. In
point of fact, they would be paying precisely in scale with the 'more'
that they would get, even though they would receive it from their own
efforts rather than as some benefit they pay the State to 'provide'.
