My guess would be shore power
In the absence of anything else, I was going to guess stray currents
(which may well be from shore power) from the boat of a boater in a
nearby slip or dock.
Yet another reason to avoid outdrives! :)
Good guess but not in this case. No shore power, nobody nearby with
shore power, no stray currents etc. Volvo-Penta says they had a bonding
or adhesion problem with the paint they used on some recent outdrives.
We are working with them to get it repainted.

The question I need answered is what to do about it. Volvo-Penta says it's
out of warranty after 1 year and its my problem now! That wrong to treat a
customer that way who bought a $35,000 Chaparral boat!
