While CNO, he instituted many liberal "social" changes in the Navy that
really did nothing to improve the character or spirit of a military
force.
He was famous for his "Z-Grams" which were issued on a regular basis,
much like a modern day Blog.

Others may disagree, but I don't think his policies were productive.

Surely you are not referring to his policies to reduce discrimination
against women and minorities? The navy was a hotbed of discrimination for
decades.

Surely, I am not.

I am referring to policies that began to erode traditional chain of command
structures.
