Gotta think a bit more out of the box. An anchor is to do whatever the
vessel owner wishes to do through use of the device. Most commonly it's
used
to secure the boat to the bottom of the sea, but where is it written that
all other uses are proscribed?

By virtue of the use of the thing, it is labeled as such: if used to kedge
off it is called a kedge, if used as a bower it is called a bower, if used
as a deck ornament (as in a chromed or stainless version) it is called a
deck ornament, if used as a warp ballast when towing warps it is called warp
ballast.

In other words, the use defines the name of it. It rightly should be called
an anchor only if it is used as an anchor. Take your brain for example.
Since it is used primarily to fill the empty space in your skull it is
called fill! Only if it is demonstrated it can think can it be rightly
called a brain.

Think out of the box, please . . .
