I agree. But realistically how many people don a lifejacket on during
a sunny nice day, in a low-performance boat?

Only thos who know for a fact they are going to be entering the water
involuntarily.
Most of those who get tossed overboard have always figured, "It could never
happen to me........"

Sadly enough, famous last words all too often.
