As it stands at this moment, yes. Further, if your state regulations
don't comply with the NOAA standard when it becomes official, you will
have to obtain a NOAA license/permit in addition to the state license.
The problem is that this has been a classic case of paradigm effect
resulting in paradigm paralysis. To put it in plain language, tried
and true is better than new and NOAA has locked everybody into the
same box instead of looking out the box's windows for something
different.
