Well, for one thing, it's more POSSIBLE. My chargers won't deliver 14
for very long. My solar cell will, but it delivers about an amp at
best, so isn't going to cook anything.

Anyone with a system, of any sort, that can deliver 15V at significant
amperage will also have a charge controller.
