I will be picking up a 1995 Sear Ray Rayder F16 in a few days. The tach
is not working properly and the gas gauge only works in the first 3

There are a number of service manuals available. Local boat store should
have one for you. None for free that I aware of. They are based on the
engine though, not the manufacturer. The power plant is the only thing
that really requires a service manual but it will cover the standard
electrical systems. Just look for a merc or volvo manual that with a year
range that covers your boat. You will find an electrical chapter.
Tach is fed a signal from the ignition module. You can check for
continuity of the wire and you probably would get some kind of ac voltage
on it. Generally if the ignition is working and the wire from it to the
tach is not broken the problem is the tach. Fuel gauge is the basic
sending unit with a single wire to the gauge in the dash and +12 to the
other gauge connection. When working on boat electrical it's also
important to check for good grounds since the boat is mostly fiberglass.
Unlike a car where stuff is often grounded just because it's bolted to
something metal. You could have a ground problem in the dash that would
affect both gauges. Another thing to keep in mind on boat electrical is
that they stay wet so half assed wiring fixes often develop corrosion and
poor conductivity. Crimp on connectors don't last as long.
