Unless we can cook the books to make humans the problem for any real,
or even perceived enviironmental ill, Congress will not throw money
at it. So, any time any slight anomoly has been carefully detected,
the instigating researcher MUST create a human source to blame the
anomaly on.....or his/her program will starve.....

UNfortunately, this drain of the treasury has other consequences.
