No, but if he were to see a rowboat that was clearly a better & higher-
tech rowboat, he wouldn't rule it out because it was "out of his price

Yep. But just because he liked a pickup, doesn't mean that didn't also
have a Rolls or Ferrarri or two. And it certainly doesn't mean that he
couldn't afford one.

You apparently don't understand the concept of "price range."
Hint- it's based on what one could spend on a given good or service,
not what one decides to spend.
