Really loogie, no different than the no bid contracts used by Clinton
in the Balkans..


Yes there is a HUGE difference. Look at the numbers. Besides, does
this make it right that they can account for much of the money we as
taxpayers gave them?



One reason is, in some fields, such as security, and
dare I say it "nation building", there are limited companies
available, in many cases such as the latter, only one, Haliburton..
Clinton used Haliburton in Yugoslavia too, why? Because they are the
only ones with the resources to walk in with everything from water, to
security, to schools... period..


But they are failing miserably, and money is unaccounted for. Lots of
money.

To the missing money, there was a good story a couple of years back
with everyone winking and knudging knowing that a percentage of the
rebuild money was going to pay off local militia and family leaders to
accept the "new boss". In most cases it has worked out pretty good.
Took a lot of good intel and interaction to know who to pay, and what
to do next... You know how it goes, ever work in sales down south? You
start with the house with the most columns on the front porch, once
you got him, the whole town follows, you are a hero...


They have accountants that should have kept track. If it were legit,
they would have accounted for every penny.


Maybe Congress should be audited for all the waste they seem to use to waste
our tax dollars.
