Really? Clinton was and is a policy wonk and a voracious reader and
digester of all manner of policy papers and positions. Bush has his
thoughts handed to him on a couple of 3x5 cards. Clinton has his faults,
but when he was POTUS, being asleep at the wheel was not one of them.


He may not have been asleep at the wheel, but he had his nose too buried in
the roadmap to get anywhere.
