I came up with this some years ago in a r.a.d. discussion about
traffic tickets. Went like this.
Tickets issuance is similar to Mendelian genetics, where dominance is
represented by assholeness, regression by politeness.
polite driver + polite cop = probably no ticket
asshole driver + polite cop = ticket
polite driver + asshole cop = ticket
asshole driver + asshole cop = ticket, maybe jail
Simplistic, but usually true in my experience, which is I'm always
polite, the cops are nearly always polite, and I hardly ever get a
ticket. Might be lucky too, which is never to be underestimated.

ps..The wheelchair cop should be fired. The skateboard cop
should be suspended a couple weeks and undergo "counseling."
I agree that both cops under discussion here should be fired, at the least,
and in the case of the paraplegic, charged with assault and do a little
time in jail.
However, Vic, in your scenario above, you don't mention guilt whatsoever.
I've received three tickets in my life. In all three, I was polite, the
officer was polite, and I got a ticket. Why? Because I committed the
violation!
