POR 15 has poor UV resistance, so you would have to paint over it.

I'm not familar with this particular product, however, us Jeep people
use POR 15. I just finished a 1946 Willys and used it for the frame.
It worked great. Time will tell about rust protection. If you search
the web you will find many people using it.
