Little Talbot Island State Park (http://www.floridastateparks.org/
littletalbotisland/default.cfm) is probably one of the nicest places
to paddle near Jacksonville. You can also get some good information
about paddling at this site -http://www.floridaseaislandspaddlingtrails.com
The state park looks like what I want.

I was at the Florida Greenway and Trails office in Tallahassee and saw
a nice brochure entitled Florida Paddling Trails which includes the
state park mentioned above along with all sort of other paddling
trails available in Florida.
