Usually, the lifelines are bonded to the boat's AC and DC ground, as
are any metal tanks, the engine, etc. If that is done, there shouldn't
be any harmful voltages present at the lifelines.

When the metal objects are bonded to form the counterpoise, that is
often sufficient. On sal****er, your boat's ground system is usually
connected galvanically to the sea as well. Over land or fresh water,
the counterpoise is more critical.

I assume you mean interference to other electronic systems.
Interference can occur with almost any antenna system on a small boat.
What you are contemplating is no more likely to cause problems than
the alternatives. The best approach is to give it a try.
