No, he thinks (and rightfully so) that the program should not cover folks
having the financial means to purchase their own health insurance.

That's in flux... there are private clinics in this province offering
various services and people are always free to hop over the border.
The big problem is the Federal gov't balancing it's budget and creating
surpluses by not keeping up with their share of the costs.
