Yamaha Water Pump / Thermostat Issues

Should I be considering the thermostats first then the water pump?

If you haven't changed the water pump impeller since you've owned it -
Its time. The Tell-tale flow is independent of the Themostat position.
Poor flow means the pump isn't pumping as much or you have an
obstruction. Opinions here vary but most folks say you should change
your impeller every 1 2, or 3 years. While you're in there you can
check for damage to the housing, bad gaskets, obstructions, etc.
