Do you train a child by waiting until he's 10 years old, then giving
all the paddlings he's earned at once?

Besides, Somalia isn't a country and probably 90% of the people who
lived there were more horrified by the atrocities than you were....
they were (and still are) depending on outsider's help. The region
called Somalia has been in anarchy for about two generations now.
