How is that?
Eg in Spain the MRCC is in the middle of the land, why should you not be
allowed to call it via DSC?

DSC replaced the radio watch both on VHF and MF/HF - with the exception
of countries where DSC has not been fully deployed.
Most unfortunately the US is lagging some 10 years behind Europe in this
respect. In Great Britain for example DSC has been fully operational in
1999.
Because of the automated reception, and alarming functions, GMDSS is
much more likely to get you help immediately.
GMDSS comprises several systems, VHF/MF/HF DSC calls are just a part of
it, EPIRBs, SART, Inmarsat-C functions are other parts of it.
