OK thanks. What's the difference between S.2067 (which has 7 co-sponsors,
all Republicans, and is in the Environment & Public Works Committee) and
S.1578 (introduced by Inouye and co-sponsored only by Ted "Bridge To
Nowhere" Stevens)

Don't actually know, but this specific course of action was
recommended by non-partisan Boat US, an organization that has been
actively monitoring the entire discharge/permit/bilgewater snafu.
