it's the "Urania" used by the Royal Dutch Naval Academy (Koninklijk
Instituuut van de Marine) to train officers. More info (Dutch only) on:

She has replaced a 1928 built training vessel of similar design, which
almost fell apart from extensive and hard use...

She's back in Den Helder (her homeport) after an extensive cruise to the
USA.
