No, it isn't an engine well drain. You can one of those higher on the
transom. Probably one on the other side, too. I thought they might drain
a livewell, too, but they are *below* the waterline. I don't know if
this particular boat even has a livewell. Most of the boats I've seen
with in-deck livewells have pumps to empty them, and the outlet is above
the waterline so you can be sure the pump is working.

Oh well.
