Who goofed?

According to the owner of M/V Alpha Action, a Nippon Yusen Kabushiki
Kaisha?chartered vessel involved in a collision with containership M/V Wan
Hai 307 on July 27 - 2007 at 01:50 local time, the two vessels continued to
drift at a location of 50 kilometers east of Katsuura in Chiba Prefecture,
and on July 29 at 5:00 local time, tugboats separated the two vessels.
After being checked by the Japan Coast Guard, M/V Wan Hai 307 was towed by
tugboat and M/V Alpha Action sail to a dock for repair.

M/V Alpha Action was heading to Chile to load cargo and had no cargo on
board when the collision occurred.
