Default Placement of nav lights

I could not find it in English, and regulations are somewhat country
specific.
Here is an excerpt from the German regulations

(who take it very seriously ...):

.... Side lights should indicate the actual width of the ship. If that is
not possible they should at least have 85% of the width as their
distance.
(This is the preferred arrangement - only for smaller boats below 20
meters a combined red/green light at the bow is also acceptable.)
They should be at least 1 meter below the top light. ...
