You need to be a US citizen to get a captians licence in the states.
On top of that their are time at sea requirements as well as a test. I
took my captians test just over 20 years ago, it wasn't easy (about a
15% pass rate at the time), not sure if it's any easier today.
Wow, 2000+ euros for a licence. I guess all those "free" services
aren't really free after all.
