They will if the surging mechanism is worn and not lubed properly. Or even
if it is worn and IS lubed properly.

Surge brakes do not cause the brakes to "slam on", unless I totally
misunderstood his concept of "slamming on". I would bring the trailer and
boat back to the dealer, and have the mechanic in the car so you can show
him what you perceive as the problem.
