Can Minn Cota motor work without electronic?

Seems reasonable. You will of course, be constrained with no other
option than rockets on or rockets off with a simple switch.
Simple resistive speed controls like a small electric heater or light
bulb wired in series waste power. Fancy, efficient electronic
chopper controls can make radio noise.
However, running the motor full-tilt *may* cause the prop to cavitate when
you push the "ON" button (this depends on the motor and the prop). I do
know that if I twist the throttle to max on my gas outboard when I am at a
dead-stop, the prop just spins but doesn't bite. You have to ease your way
up to full-throttle.
