Could be the odour has gotten into the foam of the cushions.
Spraying the outer surface will not do anything to this. I
would remove all the cushions, bedding, etc., that could
absorb odours and see if the odour goes away after airing
out the boat for a while.

If this works as described, you may be able to:
- place all the cushions in big plastic (trash) bags,
- take a vacuum cleaner hose and suck the cushions as flat as the
vacuum will get it,
- as air is let back into the bag, spray Febreeze (even though I hate
the stuff) into the opening,
- rearrange / rotate the cushions, and repeat once.
