Sounds like they were firing guns from boats in the general vicinity
of a pod of orcas. Somewhat different than "using live fire on a pod
or orcas".
The original description would incdicate that the ocras were being
used for target practice. Maybe by commercial fishermen 3-40 years
ago- but nobody would do that, particularly in front of witnesses,
today. Assuming that the whale watchers were somewhere near the
whales, firing *at* the whales would also have endangered the whale
watchers. Even the govt. doesn't typically use live people for target
practice. :-)

It's a hoot that whale watchers are complaining- no other group
harrasses these marine mammals anywhere nearly as much as the folks
who hunt them down with aerial surveillance and then stalk them with
boatloads of tourists from Kansas and Ohio.
