Default Captains License - even sole operator - are you in USCG compliance?

That's been around for a while. As I understand it, it's for
commercial purposes. If you don't have a commercial operation, but
still have your license, it's not applicable.

As I understand it.

I will give the New London MSO a call though and find out.

That seems a little draconian to me. What's the relative danger of
drug abuse vs alcohol abuse? It would seem to me that if you were
really into substance abuse, you'd require breathalyzers before any
trip for commercial purposes.

Need to check on it though.
