You have to buy homeowner's insurance before you get a mortgage. You have
to buy auto insurance before you drive a car.

Why not require everybody to purchase health insurance? The state can
subsidize those without the means to buy insurance by using the money that
they currently pay to hospital ER's to treat indigents.
