It is a stupid idea and it shouldn't be necessary. But, sometimes less
than optimal solutions that well implemented work.

I think if we actually enforce the laws we have and make the tougher ones
across all states, that would work to reduce gun violence.

I believe we have something like 40,000 dealers in the US. There is no
way that the small number of ATF agents can cover that number.
