Yep, the linkage between the power head and lower unit is out of whack.
The
water pump is in the lower unit, easily accessible once you have dropped
the
lower unit off (usually an easy procedure). When the lower unit comes off
the drive shaft, shift linkage and water supply all have to be
disconnected
(on some motors they just pull apart, nothing to do really).
I am not familiar with Johnsons, but a Mercury outboard has a shaft that
rotates to shift. If you take the lower unit off, then move either the
shift lever on the powerhead or the linkage on the lower unit it will be
messed up when you put it back together.
To fix this you need to drop the lower unit again. Put the power head in
neutral, put the lower unit in neutral, put it back together again (making
sure that the water tube lines up properly so you don't end up taking it
apart for a third time!)
