prove to be.

The six states with no boater education requirements experience an
average annual boating fatality rate of 12.28 per 100,000 registered
boats.

Of the remaining 44 states,

The group with boater education requirements in place for less than 10
years experience 6.54 fatalities per 100,000 registered boats. (About
half that of states with no education requirement)

States that have had boater education programs in place for 10-19
years average 5.52 fatalities per 100,000 registered boats.

The few states that have had boater education requirements for 20
years or more have reduced the fatality rate to an average of 4.03 per
100,000 registered boats, which is only 1/3 as many as those states
with no requirement.
