No one who has flown general aviation aircraft since 911 would think that
far-fetched at all.

Here's how it went: Fly within 3 miles of a nuclear power plant and your
busted. Where are the power plants? Sorry, we can't tell you or put them
on the aeronautical charts because that would provide vital information to
the terrorists. The plants weren't on the air traffic control radar scopes
either. If a controller vectored a pilot over one, it was the pilot's
responsibility to know that it was there and tell the controller, "Unable to
comply.".
