It's called the latent heat of evaporation.

effectiveness of the windshield liquid.

You are changing the scenario you originally posted...............you
initially said the car was standing still.

Regardless, yes wind will accelerate the cooling of the fluid but it
will never go below ambient temperature. There is no wind chill
factor on windshield wiper fluid. ;-)
