well not really. usenet depends on a large number of NSPs all peering
(sharing files) with each-other. the purpose of the archive at isc.org
is for NSP admins to review and add new groups as they see fit or when
requested to do so by customers.
nobody can delete anything from the isc archive apart from the admin of
that site.
