I think I've got of learning to do.

You can bet that I won't let this ISP off the hook here in
explaining this abuse notice in terms of logic or diligence.

They will need to show veracity of the charters' convention
authority for whatever source they choose to use.

You are telling me that there is no authoritative clearing house for
group charters as such? Isn't there a central, 'physical'
fileserver somewhere for any given group? A machine that someone has
to sponsor and host and 'pay' for; even assuming these tasks are
contracted out to agents?
